Default Operating height Toro snow Thrower 1997 20"

Hello
I'm new here on this forum and have question. I'm sure someone has an answer for me.
My Sister's son purchased a 1994 Toro single stage snow thrower 20 "
Mod 38425 it's like brand new.
I checked it out and it's great EXECPT in order to make it move forward one has to raise the thrower up off it's rear wheels about 7 to 10 inches at this height only then will the paddles pull the thrower forward. So after about 20 feet my arms were tired of holding this machine up off the ground. My sister said No way can I do that
( she's only five feet tall )
I see no adjustment for the handle or any adjustment to correct this problem

I have thought of changing the wheels ( now about 5" ) to much larger diameter causing the rear of this machine to lift it's rear end higher.
Perhaps someone else has corrected this problem.
I'm all ears.

I am not an expert with single stages, but my guess is maybe the rubber on the front is wore down pretty bad. The rubber paddles need replaced every so often.

hello robert, welcome to SBF. your 38425 ( ccr 2500 ) is about the same as my ccr2450. check the rubber paddles for wear. if you have toro paddles there will be a wear indicator on the rubber paddles, its just a hole in the rubber on the outside corners of each blade, if you can't find the hole replace the blade. there is also a scraper bar which should be replaced. when i pick up a used toro i usually get a kit like this and install it that way i know how old the parts are

I wish my sister lived closer to me she's 35 miles away I could have her machine picked up and taken in for repair but she can't afford this

I guess I will make a trip down to her house this weekend
I have read about replacing the paddles and it looks just too, easy?

I have one big question the I saw on You Tube on replacing the paddles, The photo shows the ware hole about 1/2" from the edge right hand side !
I can't believe this little ware 1/2" would require me to lift the unit up so high. Does this sound normal to you guys?

i've never paid it much attention robert. besides the toro's in my sig i have three ccr2000 that i loan to my sisters and my brother has a ccr2450, i get to maintain all of them so if i look at one of them and it need paddles ( i just did them all this year ) all of them get new paddles. i'll be replacing scraper bars this fall

I stopped in a Toro dealer where I would buy my parts if needed and he showed me the ware hole indicator, He said to check the scraper also and/or just buy the whole replacement kit.
I plan on inspecting the paddles on her Toro soon and will give my opinion of the ware.

good deal robert let us know how it goes and there are some vid's on youtube on how to change those parts. i just finished working on the 38515 / 2450. the chute mechanisum had rust on it and wasn't ratcheting like it should. i unloosened the bolt and smacked the pivot then sprayed some wd40 on it and its working like it should
