help me get this ancient snowblower going!

ive got a motomower thats green and white for some reason. it has a kohler k141 on it with a strange governor system on it. i replaced the head gasket, put in a new spark plug, cleaned the points, and rebuilt the carburetor. After reassembling it I think I screwed up the governor because it only runs WIDE OPEN, i mean it redlines or nothing. I cant figure out how to properly adjust this governor system. the lever moves a spring loaded disk that moves the arm that moves the butterfly on the carb. there is also a spark cut off switch on the bottom on the governor to shut the engine off when its throttled down. it seems like it only goes on one way so I dont know?

i think that linkage goes in the other hole. i always use a sanford mean streak grease marker to mark governer holes so that stuff doesnt happen
