Ariens ST824 run problem

This is not my machine, but that of a neighbor.
The blower runs sluggishly, ramps up, then down.
I removed the cover of the carb and muffler and got it started. I can see a major spark from the head to the exhaust. Yellow at first then a nice bright blue. Fine if this spark were at the plug, but its draining the spark plug of power.
Its not coming from the cover that shields the spark plug (front cover), but lower than that.

Any one ever seen this before?

Is the spark jumping from the wire to the engine cover? That can be very dangerous, especially near the carburetor. It sounds as though the spark plug wire is frayed/punctured somewhere.

I would pull the engine cover off, and the flywheel and examine the entire plug wire for evidence of this. If the plug wire is cracked/frayed, you might be able to get away with filling it in with liquid electrical tape, but ultimately I would replace it.
