Ariens ST824 Is this a starter or stator??

I have an old Ariens snowblower that has a unique recoil setup and Im just wondering what this is and if it is a starter, where can I get a cord for it?

The stator is inside under the flywheel. I have no clue what that is, let alone ever seen anything like it. Anyhoo, ALOHA from the Paradise City.

It's an add on alternator kit, for lighting. Looks like the harness is missing.
