Did you look at the drive belt above and below?

If your belts are in good shape and engaging on all the pulleys and idlers, and you have a new friction disc and the drive plate is fine, with no broken brackets or springs, then it is either a cable issue or some roll or cotter pin broke on a drive gear or a gear itself, or some other drive system failure, keyway, etc......

A good inspection, searching and overview should reveal the issue, as they are pretty straight forward systems.

Photos may help as well, as saying it is not moving means it could be anything going on Ö ?

there is a clutch fork looking piece I assume should move behind the drive disc ,below the motor underneath looks like blower would have to be split to get at it

Many repairs/inspections require a unit to be separated.

Ac pic would be good but it does sound like a roll pin or splines are missing in a gear
