Ariens Wheel not turning

While blowing snow this morning with my Ariens walk behind I noticed the left tire was turning but the right tire wasn't but could see the axle was turning inside the rim. Could this be a friction wheel problem?

Some Ariens have lock-outs … Some have axle pins ?? Would have to know the machine, and photos would help as well ….

That would be a Ariens classic, should have a pin ththrough the rim and axle.

Sno-Tek Modded, 15"X-Track tires (Now has same X-Track tires but 13"x4" for better fit), 254cc engine LED light and hand warmers.
Snapper 6/22 sold but not forgotten. Was my first.
Ariens ST1027LE workhorse and going strong.
New 2017 Ariens Deluxe completely rebuilt after losing a fight with a forklift.

I have the same model, I keep one wheel locked out and the other free turning.
Or one pinned in the inner hole, other in the outside for the auto turn to work.
