After turning, a lot of the time the second wheel don't engage when I press the traction control lever (believe that's what it's called) I tried adjusting the cable. Any idea what this problem is?

Possibly a broken belt, if you are referring to the impeller as the "second wheel".

if you are referring to the power steering you need to look at mechanism at the wheels. good luck
