Briggs & Stratton Fresh Start

Has anyone noticed this? On the Briggs & Stratton engines some of the gas caps show "Fresh Start". I had no idea what is was until I saw Fresh Start refills on Amazon that somehow snap into the fuel cap. I guess it slowly drips a fuel preservative into the gasoline??
