Question Bob-Cat Wheel Removal

Re 1978 5 HP 20" Tagged T5-1-20-19549

I need to repair a tire. The "lug nuts" are on bolts instead of studs. I can deal with that. But the wheel appears to be pressed on the axle.

Am I seeing things? How is the wheel removed?

I have an earlier 5/20 than you, but all that holds my wheels on to the hub is three nuts each with conical contact seats. That is to say my axle has no concentric center hub.
