Should I blow snow using full throttle?

Yes that is the only way lot of new blowers do not have a Throttle on them

Yes. The machine should generally be running at full throttle, that provides the best lubrication for the engine. I will run mine at partial throttle for maybe a minute as it's warming up. And I'll also sometimes do that before shutting it down. But when clearing, that should be at full throttle.
