A few bad apples can ruin it for everyone. Looks like the city has had lots of problems with operators behaving badly.

I know in some cities you need to have a permit on plow trucks, DOT number over a certain weight and I assume that covers all equipment. I'm not sure how they would license every piece of equipment.

Indeed! But it can be frustrating when the regulators don't know the regulations or think they are somehow gifted to regulate beyond their mandate. There will always be bad apples and the need for regulating same. However, rules and regulations very often become moot when the regulation's civic revenue stream trumps (no pun!) the basis of those regulations.

Nuthin is free - especially the health care in this country. Just ask the middle class Joe up here at tax time, who still has to pay the premiums on his/her medical insurance plan for all the stuff that the so-called "free" health care system don't cover. And did I mention the lineups? Yup, they're everywhere. And family doctors are becoming the stuff of lore - they just ain't there anymore. We get some consolation though: "Comrade Canuck, we know that the line is long and appreciate your patience. If you expire while you are waiting... oh, well - thank you for supporting our magnificent, universal health care system!"
