Before I Drill... Mounting bolts muffler Tecumseh 651002

I need to repair the threads for Mounting bolts muffler Tecumseh part # 651002



I have the bolts on order. But I will have to drill before I tap the hole and then install the inserts which are 5/16 size. My question is what is the proper drill size to use before I tap the hole? Is it 21/64? Thank you again for your help...

Look like 21/64 for 5/16 Helicoil, if that's what you're doing:

Yep, if you're using helicoils, 21/64 is the correct size.
