Predator 212 surging with new carburetor

The predator 212 on my ariens snowblower has been surging for quite some time. I drilled the jet, pilot jet and still have not fixed it. So I bought a new carburetor on eBay for 10 bucks. Thought for sure it would help. Ran great for the first few minutes of testing and then the surging started again. I’m stumped as to what Is going on.

Do you have an air leak around the carb? If you loosen/remove the gas cap while running, does that help?

that's what i was thinking other than the gas cap. if you loosen gas cap and it does not surge then you know the problem.

did you change carb gaskets and/or make sure they were installed right without any passages in carb being blocked by gasket? also you can spray carb cleaner around gasket area while running and if engine changes then you know that is the problem. leak.

does partial choke smooth it out ? is there a steady stream of fuel to the carb ?
