Does an non running Ariens 1128 worth $100? From the conversation I had with the owner it seems like it will run with some basic cleaning and a few parts. He is actually selling 2 Ariens 1128 one that's working and the other that doesn't. He has been using this one as a parts machine

Even if that engine is blown, and you can turn a wrench, you can put on a Predator engine.

I would say that chassis unit alone is worth the 100.

JMHO

**** you could probably offer him 70 or 80 ... cash is king ...

Agreed.
I'd give $80-100 for it as-is.
I don't gamble on $100 for a primary machine, but after I've been through it, fixed it, proven it - probably a $300-500 machine.

Where is it located if you don't want it?

Well, I would pay $100 each if the paint is really nice and no rust.
Good used Ariens are hard to find
But , Tecumseh 11hp OHVs are a little rare, if you have to replace it and want to stay original.

Ariens 924024 8 hp 32” now a 10 hp
Ariens 910008 7 hp 24”
