Yes, 90s vintage suggests L-head engine (flat head). Most popular engine configuration for one-lunger applications such as snowblowers, water pumps, wood splitters, etc ... for many decades.

Spark plug right on top like that is another dead give-away. Spark plugs on OHV engines are usually at an angle and much harder to get to.

Lastly, overhead valve engines will have a separate, tiny valve cover on them which usually has "OHV" stamped into it. The manufacturers were quick to claim this as an added feature (correctly) when they were forced to switch over due to emissions reasons.
