Honda HS 621 problems

Hello everyone,
hoping someone might be able to help me on my HS 621. the paddles don't hit the ground and they are new - no self drive. very hard to push forward as the scraper bar friction with ground.
the paddles are new when I bought from the guy and are 11/16" from edge of metal. new scraper bar too. I have tried setting the scraper bar a 100 times now but always the same result. anyone with ideas on how to get setup properly would be a great help.

Current machines-
1978 Bolens 8/24 (Loncin 420cc engine upgrade)
1986 toro powershift 6/24 ( 212cc Predator upgrade)
1988 Simplicity 860 (Predator 301cc upgrade)
1995 Honda HS 621

I don't think there is much adjust-ability on those...? Is it possible to get the scraper bar upside down I wonder? I think that's about the only way it could keep the paddles from contacting........ unless you got the wrong paddles perhaps? Should be pretty simple replace and go I would think. If the parts have part numbers you might want to look them up and be sure you got the right ones...... something seems a miss.

Excessively worn or wrong wheels/tires....? Making the blower sit to low on the back....

hmm, everything matches up for paddles and the scraper bar. they were "new" when I bought the used machine. i replaced the wheels but they were the same size as the stock ones.
i will check the scraper bar again and make sure not upside down but have it installed per the pic in the manual and everything seems to lineup perfectly.
maybe wrong paddles but not much more room in the auger housing till the paddles would hit it either.

my toro ss had the same symptoms when i bought it used and had 3/4 " clearance between the paddles and housing,. a new set of oem paddles made the blower go from bad to perfect.

I have not checked my HS621 blowers, but I have a used HS520 with used paddles and they nearly hit the housing (almost not clearance at all), so perhaps the OP blowers paddles are wrong or not new as it was stated.......

Maybe after a little use the scraper bar will wear enough to get contact........ If you get desperate you could help it along some with a sander I guess. More than one way to skin a cat - and he ain't gonna like any of 'em

just had a look at my toro and there is only a couple of mm clearance between the paddles and the housing, im guessing the op got shystered when the seller said it had new paddles.
