Slips out of gear

I have a Huskee Snow King (was free, and didn't come with a base plate with model number). The problem I'm having is that when I start in first gear, the drive will engage, but quickly slip into 3rd. Once there, it stays put. I can put it in any other gear, including both reverse speeds, and it also stays. Friction wheel and drive wheel are dry, and rubber on friction wheel seems good. I did clean the drive wheel off with gasoline because there was some oil on it, but this didn't solve the problem. I haven't adjusted any cables yet.

Lube shaft traction rubber wheel slides along. Clean sand then lube if needed

I did lightly lube it, but didn't sand before. I'll give it a shot. Thank you.
