Relocating Handlebar Throttle to the Engine

I am having a ton of trouble getting my 910010 8hp Ariens to run right. Ideally I'd like to just stick a new carb on, but many of the newer carbs are engine mounted whereas this one is handlebar mounted - I want to move away from the handlebar mount since it froze on me during a snowstorm and I had to kill the fuel shutoff to turn the engine off.

I know I'd have to get a throttle lever mechanism like in this video:

Can a retrofit for something like this be done on an earlier HM80 engine?

You Need to Replace the Engine Shroud to the one with the Throttle Mounted on it. I have the Needed Parts Available.
