Briggs voltage output

Hey all
I'm kinda curious about the voltage output on a Briggs 20M314 OHV snowblower motor. This machine has a headlight and hand warmers and the hand warmers have been not working lately, as told to me from a friend. I traced out the heater wiring and the heaters both have 2.6 ohms each and the power switch works. At approximately half throttle the voltage is 9 VAC and at full throttle the voltage is at 10.9 VAC. I tried the machine yesterday and the warmers work but would like to know more about what to look for if this ever pops up again.

Did the machine come with both the hand warmers and headlight and is the headlight stock ??

Yes this machine (Craftsman) came with all these toys. Curious as to what the resistance should be on hand warmers, how quickly they should heat up and how hot should they be.

Can't say on the hand warmers as I don't have a machine with them. I did find a trouble shooting guide: HOT GRIPS-heated grips, hand warmers, grip warmers
