Ariens Pro 28 engine hole

I have an Ariens Pro 28 (926038) On the block it has two holes, one on each side and one of them is exposed. Doesn't seem to really go anywhere and is probably used on a different configuration. It just seems odd that it doesn't at least have a plug in it and will just collect water. Thoughts? Supposed to just be open like that?

It's open on mine, just like yours. I think it's there for different applications of the engine. The plugged hole on the right side is used for the dipstick on non-snowblower applications where it doesn't have the top-mount dipstick. It's likely that the other hole could be drilled to put the dipstick on the left if needed.
