How to access governor in 414cc

I want to adjust the governor on my Ariens with 414cc engine but need to access it. I believe it may be under the gas tank. Any help is appreciated

2015 Ariens 28+ 414cc, drift cutters, poly skids, Ariens Cab. Debating about hand warmers.
2001 Yardworks 30/10.5 hp (sold)
1991 Yardman 24/5 hp (gave to son)
Large snow pusher for wife.

I carefully bent up the shroud just above the belt cover to acess the gov spring without removing everything
I changed the the spring to the outside hole with a long pair of needle nose pliers
be carefull not to let go of the spring and have it shoot up under the cowl took me 10 min to find the xxx xxxxxx xxxxxx after that it took 3 min to finish
