Sproket to Drive axle- Shear bolt or regular bolt?

My Murray Brute snowblower goes through shear bolts on the drive sprocket to axle. I don't push the machine hard and it seems one breaks every storm or two. I've been putting in shear bolts but I'm starting to think it should be just a regular bolt.
The part number in the manual is: 01x193 SCREW, 1/4-20 x 1.75
Does anyone know if it's a shear bolt or what grade the bolt is?
