The starter for 38510 is shown as 38-7590
https://www.toro.com/en/parts/partdetails?id=3113
see Service Manual page 12

I believe the Tecumseh 5, 6, and 7 HP flat head engines use a 33328 starter. The 33329 starter is used on 8 and 10 HP flat head engines. I have put the 33328 starter on 5 and 7 HP engines, and the 33329 on 8 HP engines. These starters are available on ebay, amazon and ope parts dealers (~$60 to $70). Also, something to watch out for is that some may not include mounting hardware for the switch and starter.

This issue is also discussed here
https://www.snowblowerforum.com/foru...-question.html
but read the entire post, an error was made identifying the correct starter at first, there seems to be an error in the Tecumseh service information.

If your engine did not originally have a starter you should check that the engine has a geared flywheel.
