Toro with Briggs 2 cycle gas pours out

I’m working on toro with a 2 cycle Briggs the gas was pouring out of carb. I took carb The apart And cleaned just because. The carburetor was clean!!! Reinstalled and same issues, I tried a extra Old carb carb that was good off a junk machine, again same issue. I even ordered a new aftermarket carb same thing. NOW for some reason I forgot to put the primer line back on and no flooding, once I put the prime back on it floods! I even tried new line with a new bulb and it leaks. When I do Connect the line It fills the carburetor within about a minute or two. Any ideas what’s causing this vacuum to suck the gassing? Thank you

I would take off the fuel bowl and push up on the float to see if the gas stops.

As I think about it, may be a venting issue, gas cap or carb. Take the gas cap off and see if that takes care of the problem.

I have a Toro 221, with the Briggs R-Tek 2-stroke. Looking at pics of mine from when I bought it last year, I believe my fuel tank line went to the barb that you show with the transparent yellow tubing. But mine has 1/4" black rubber tubing from the tank.

At risk of asking a silly question, which line is your yellow line in the pics? Primer line, or from the tank? I believe my primer goes to the barb that is "empty" in your pics.
