old capri snow blower

I have and old capri snow blower,when I try to start it the auger is turning also. it has one control for the drive and 2 plates together adjusted by tightening spring for the auger. is this some type of centrifical clutch.making it hard to start when you have to turn auger also.

Never heard of that brand, but 2 plates held together by a spring does sound like a clutch.

capri snow blower

found out what the plates are. they take the place of shear pins. when put in a bind the plates will slip.
