Toro 521 Recoil has slack string? No tension?

My little single stage starter rope pulls with no tension.(PS this is not extra slack in the line)
The recoil dog seems to be sticking?
I took it apart will try and post a picture after I dig out the 6-8 inches we got last night. It seems to be working better off the machine. I am wondering if it some kind grease dirt build up making the dog stick? is there a friction or other adjustment I am missing or perhaps a small spring broke or bent?
Hope I made myself clear?

Probably needs cleaned and oiled. Could also be frozen. I had that issue with my Craftsman single stage. I knew the governor was sticking a little bit off and on, but didn't worry too much about it since it was cold. This was a garbage find from a couple years ago and I finally put it back together this fall. It was heavily rusted and after I got it back together I remembered I wanted to oil all the linkages. When I finally took the top cover off I found a football sized chunk of ice inside as well as some small pieces inside around the linkages and some pieces under the recoil and flywheel cover. That explains all the issues.

It not frozen

It has been sitting in a warm garage. However I do think it seem dirty so I will give it a good cleaning.
