Just googling...

Is it the same as this on ebay?
NEW Briggs Stratton 09A412 0267 E1 Snowblower Engine 3 4" X 3 1 4" Shaft | eBay

Notice the etching on the side of the engine in image #6 (you presumably have similar etching too)

Make sure it's the same one.
if a match.. that one claims to be ....

Model: 09A412
Type: 0267 E1
Family: 7BSXS.1481SW 277154 Horizontal Shaft Engine. This engine is generally used on snowblowers.
Shaft Diameter: 3/4"
Shaft Length: 3 1/4"

then google for 09A412 0267 E1

parts for that are here:
https://www.partstree.com/parts/brig...ewind-starter/

carb is here:
https://www.partstree.com/parts/brig...-overhaul-kit/

But that says not available.

Searching on eBay gives some "almost new" hits:
http://www.ebay.com/sch/i.html?_odkw...99103&_sacat=0

Sears is often expensive... but they have it:
http://www.sears.com/briggs-stratton...-SPM1891170314

You can keep googling for 699103 and maybe find it cheaper.

EDIT: The scraper blade did not jump out at me... sorry

Hope this helps.
