go to the hardware store ...get a couple of small cable clamps, fold up the cable to take up the unneeded slack, clamp with two cable clamps, wrap some tape around it and call it a day.

OP didn't say if this was working before, or any history on it. I wonder if the Pulley Assembly on the lower chassis is Missing....

Look at my first pics. One end is crimped to a sleeve that a screw goes inside to the handle. The other end goes into a spring with a ball at the end with a hook.

The hook attaches to a lever next to the auger pulleys. Not too much room to put my fat fingers.

both pulleys are there and it is working but streched a bit and the sheath underneath both pulleys is warned and cable is rusted.

pulley in front on the left next to the pulleys for auger belts.
other pulley back of snowblower left.

cable clamp would work also, and would be the best. Just have to see if there is enough space between the pulley for the auger belt and frame of auger.
