Float needle with rubber tip, does it need a seat?

This is the first time I have worked on a Briggs updraft carb, it has a float needle with a rubber tip.

Is there supposed to be a seat inside there? I don't see one there at the moment, but I have no idea if there is supposed to be a seat.

Upside dow, the float also appears to be correctly horizontal too, so if I mash a seat in there, it will surely lift it up.

I see the rebuild kit includes a smaller needle and a seat, I assume it's a universal kit so they throw you more than you may need.

Expanding on the Undertaker, you need 1 rubber part. A rubber tipped float needle valve goes in to a metal seat; a metal tipped float needle valve goes in to a rubber seat, aka Viton as posted above.
