Have you verified spark, tried a new correct and gapped plug?
If you have strong spark, dribble a little gas down the hole and try to start it, if it fires off for a few seconds, then you probably have a fuel delivery or carb issue.
Remove bowl or the fuel line from the carb and ensure you have fuel flow from the tank, if so, probably carb issue.

The correct key is made of a soft material to protect the crankshaft from damage if the impeller stops abruptly. The key is designed to shear before the flywheel's kinetic energy is able to bend the crankshaft. Use of a steel key will disable its function to protect crankshaft integrity.

I spray starting fluid into the carburetor. If the engine runs briefly then the fuel delivery (e.g. tank, gas line, shut-off valve, carburetor) is degraded.
