I've been trying to figure out what is causing the engine to run at high speed. I've replaced the governor links and checked the throttle. What I did notice though was when I removed the link from the governor shaft, the governor shaft moved to high speed. Should it not move the opposite way? Is there some spring or something inside the engine that operates it that may need adjusting?
Any help would do as I'm just a rookie.

It should move the other way, what is going on inside is the counter weights as it goes faster get thrown out pulling the throttle linkage back so it won't overrev.
