I put a HF Predator on a Toro 721 single stage and the motor requires the choke on to start even after it's warmed up. Is this normal?

Not surprising. Everything is so leaned out to "comply". I've run into this scenario myself on my Sno Tek engine. Not a Predator but same symptom. Have had a couple of Tecs do it as well.

Well it's not "Normal"..... But very prevalent. +1 on the Re-Jet. I do it to almost all the carbs with fixed Jets. Immediate and very noticeable performance increase, as well as idle stability...... And No Choke after warm-up.

Just choke it a bit control the air not the fuel it’s easier. EPA is very lean and seems some Chanda’s run better with some choke almost like designed that way if your not suffering from power a little choke will work fine
