Ok, thought it was the electric start. Bought new one and put on. Initially for the first few seconds it seemed to turn the flywheel. Then not. Starter spins now but does not engage the flywheel. Occasionally it sounds like it may try to engage and hits metal. Took new starter of, didn’t not any wear on the teeth. I can turn flywheel with pull start.

Ideas?

Can't really do a lot with that little info. How about the engine numbers to identify the engine and the part number of the starter you bought to use on it to begin with ??

You need to Give the starter a Good Tap with a Hammer on the Aluminum Piece closest to the Flywheel. It will move the bendix closer to the flywheel gear. Done it Many times.
