Do you have pics of the carb end of the throttle? It appears that carb lever is not able to reach full throttle position even under excess pressure. Thus winding up the cable that would back off the carb throttle lever when excess pressure removed from hand throttle lever.

I would disconnect the cable at both the hand throttle and the carb lever to ensure each has proper movement. The system requires a little friction which would come at the hand throttle control rather than the cable or carb lever. Lubricating the cable is a good idea too.

The video won't play for me so only guessing here. If the throttle is not holding position, the rivet is not holding. Sometimes they can be peened a little and other times replaced with a bolt, some wavy washers and a self locking nut.
Sorry but only a guess due to the inability to view the video.
