This is on High Idle, and under load, smooth enough for you all? Still have a low throttle surge/hunt with the governor. Thoughts? thanks ALL!

Lean at low speed jet/fuel circuit, other than that, sounds good.
Jet may be a little clogged, or just built that way from meeting emission requirements.
It it's working good, I would just leave it alone unless you want to take the carb apart to clean it. It might help, it might not.

It will only effect it at high idle when 'unloaded', once it is 'loaded' the surging goes away because the throttle plate is opened further, taking fuel from the main circuit.
As long as there is no problem with it the way it is, it should be O.K., just the annoying surge when 'unloaded'. A lot of newer machines will do that because of the 'Lean' conditions built into them because of emission regulations.

from what i am hearing even on high IDLE unloaded, I cannot hear any surge, it is only noticeable and annoying with choke off, and LOW idle, medium idle even with the choke off it is smooth, I did hear a lot of guys on the internet like to drill out the pilot low idle circuit jet, and the main jet slowly with stepped micro bits to en-richen them, what do you think about that?

A little more on the problem this 250CC had, one of the plastic cover bolts was sitting in where the spark plug threads into the head, I had to break out the extended claw to get that missing bolt out of the way (glad it was there so I did not have to get a new machine screw from the local supply store, but also glad they are there for me when I need the knick knacks!). From what I can see, the previous owner was going after that plug too to make it run better for the next owner, but dropped the screw in there, and abandoned with the spark plug replacement, one more thing of note, liking the way this thing is put together, simplicity at it's finest, the float bowl for the carb is right there, it does not have a Nikki 6 carb, but a stamped Carb with the Briggs emblem, will be easy to service the jets and clean that float bowl in the spring for my friend, he is tickled pink on how much I like to tinker with his machine, my HS928 needs nothing for now, so I will continue to vicariously live through him and his tune up! YAY!
