I recently replaced the plastic carb with a new metal one, what a difference! Runs great. I also did a new drive belt. Both repairs took about 2 hrs but I stretched it out over the summer. My local hardware store got me the carb. I would suggest if your blower runs lean and very fast to get the new carb. It's a problem with Toro and they never really admitted to the problem. I spent $115.00 and it runs like new, money well spent. FYI it may be difficult to find these carbs, I got the last one in the shop so get to it early!
