my toro 521 will not run without the choke on full,I went through (cleaned and soarked the carb, cleaned out the bowl nut///jet yet it is still acting up, i noticed that there is no adjustment screw on the bowl nut. could in be i should adjust the carb another way? ps the linkage is in tact all springs are fine please help.....

From the diagrams and pictures I've found, it looks like there is an slow speed adjustment on the side of the carb, and the idle set screw, but you're right, nothing to adjust the richness. As big a pain as it probably is, try cleaning again and shoot more compressed air through the passages.

Yes clean the carb completly and make sure all the jets are clean.

Frankly I've had some carbs that I just could not clean!!! Might just be time for a replacement carb
