i have a 2013 toro 826 OE snow blower which when started in choke mode starts fine. When I go to turn the choke off slowly, the machine shuts off.
I have checked all fluid levels and made sure the gas cap was screwed on tight.

Did you allow the engine to warm up and did you leave it at half choke for a while too. We have to start by asking basic question first and then go on.

did you drain the gas out of it last year or leave the old gas in it from last year. If you left the old gas in you probably need to clean your carb and possibly your gas tank. also make sure the vent in the gas cap is working properly.

Welcome to the forum Cswalberg :D This would be more appropriate in the Toro sub forum.

You might also want to check the gas cap to make sure the vent hole isn't plugged. Not likely but possible.

It sounds more like you have a fuel problem where something is restricted. Like the passages inside are gummed up from fuel sitting in it. Might be time to remove and clean the carb.

Did you store it with gas over the summer ?? Did you use a stabilizer in the fuel ??
