I recently bought a used Toro 1028 through an auction (mistake). I tried to start it and the engine seems locked , when I pull on the cord it does not move. I also tried the electric start and it does nothing. I removed the spark plug and it looked good. It appears well maintained. What would keep it locked up?

Check the auger & drive belt tightness. Remove the spark plug, put a ratchet on the crankshaft And try to turn it. If frozen, put oil in the spark plug hole. You can remove the flywheel housing & starter, see if the starter turns off the machine.

Broken Connecting Rod or Seized up. Remove Belt Cover, and Spray PB Blaster in Spark plug Hole. Make Sure oil level is oK. Put a Pipe wrench or Large Vicegrips on the Crankshaft. Wiggle it back and Forth until it frees up. Then look in spark plug Hole to see if Piston is Moving when you turn the Crank. If it doesn't move it's the Rod.
