Pix of both ends of the throttle cable would help to figure out why the movement is no larger. It could be as simple as the housing not nested in its retaining spot on the end. More likely the governor linkage is not right.

On my new to me hs 928 wheeled honda my idle speed is 2250. Max speed 3500.

This is how to do it on the HSS, likely the same on the HS.

It is the idle screw not full speed. Most of the time carbs idle best just minutely open. The linkage should be able to shut the throttle plate completely and the screw will be set for that tiny opening.

 

So nothing should touch the tip of the max rpm screw when throttle lever is at full speed?

 

You do mean the black plastic screw on the carb? Or is there one on another one elsewhere? Photo needed to understand what you mean.

You may be referring to the screws on the throttle lever assembly. That would explain the full throttle reference.

Ok, my misunderstanding. Interesting as I added manual throttle mechanisms to both my 208 & 250 clone engines. I don’t like cold engines going to operating speed without a little warmup.

I have another 928 and I just checked it has the same gap between the max rpm screw tip and the plate. The only time either 928 makes contact with the plate is when you move the throttle control all the way to choke
