Idle and max speed hs928

On my new to me hs 928 wheeled honda my idle speed is 2250. Max speed 3500. I looked at the adjusting screws and the plate does not hit the tip of the max rpm speed screw when throttle is set to full speed. There is a gap. This unit has maybe 2 hours on it even though it's a 2008 Nothing looks bent or loose. I made sure the end of the throttle cable is tight in in its clamp. Also noticed the black pivot on top of the carb does not rest against the black plastic adjustment screw at idle. I loosened the 12 mm nut for the throttle cable at the bracket under the handlebar. I was able to get the max rpm to 3500 but it raises the idle speed. If I take some from max rpm it will lower the idle but then max rpm is too low. Not sure what's wrong here.
