Low Compression

I recently picked a White Outdoor Snow Bing 10.5 HP 30" Snow blower up off of the side of the road. The Rope is snapped for the pull start but it luckily has an electric start. When i plugged it in and attempted to start it up it fired right up like new. My only thought of concern is that there appears to be a good bit of water in my oil, kinda white, and it only makes 45psi of compression. Is there an easy fix to bring up the PSI or as long as it runs ok I shouldn't worry about it?

I would flush the crankcase with non explosive Kerosene, not gasoline! Flush it, pull the cord, you may even want to run it for 3 seconds, that will splash the Kerosene around, then drain it and put oil in it.
