I replaced the 2 o-rings for the main and idle screw, they were both flattened. Not much difference with the new seat and the old seat but replaced anyways. Then putting the float back it was way off and i had to readjust the opposite way. Maybe i did blow the seat out when cleaning the first time and didnt press it back in hard enough. This new seat i used a little silicone lube to press it in and it seated down nicely. Put it back together, just ran it and its running great. Few minor adjustments with the idle crack screw to bring the throttle down a little at idle.

That float is supposed to be perfectly horizontal/parallel.

The ribbed side of the seat is towardsthe carb, opposite of the needle.
That's the way I like it too but following the tecumseh manual which says to use a specific size drill bit I find then it would tilt down from level.

It's common sense, look how high to the ceiling that float is now, basically a ton of gas has to fill up the bowl before it shuts off.

Try this with a toilet and the water level will be so high, it'll overflow.

Correct. The Tec manuals give a specific clearance from the float to the rim of the bowl. Despite what others may think or do, anything else is incorrect . . . (However, when I set to spec, the float DOES tend to be far closer to level than that.)

A float that high to the ceiling, that bowl gasket better be LIQUID TIGHT and I mean it. I don't bother to change bowl gaskets on curb finds, maybe that's why.

If the engine has good vacuum and compression and governor that WORKS then it won't matter what the float level is. The carb will always draw ample gas into itself if it has a clear entry from the lines into the seat/needle. I fix all my tec carbs with horizontal-parallel floats and they run fine. The new Powermore/Briggs OHV carbs are like that.

Clear jets are way more important than float levels.
