Craftsman snowblower. What keeps axles from sliding out?

I just got done replacing the axle flange bearings on my Craftsman model 247.88691 26" snowblower. Unit is 11 years old and getting wheels off was a bear. After getting it all back together, I got to thinking, what keeps the axles from sliding out? As you can see this has 2 axles. 13 is the flange bearing. 69 is a spacer. 12 is a gear that slides on over key and does not have a setscrew. 24 is a spacer. 22 is a spacer. The axles each go into 9 which is a loose fitting metal tube. Other axle is the same. I can't see anything that would keep the axles from pulling out. Any ideas out there? Thanks for taking a look.

Thank you for the reply. This is a 2 piece axle. Each side is separate. The bolts and washers at each end of axle will not keep axles from pulling out as far as I can see. They will only keep the wheels from coming off.

The half moon key fits in to a groove in the axle and gear. I worked on this machine last year where the half moon key sheared. The axle did not come out but the snowblower would not move. Another one would move but not in to snow because it was just catching a little until it hit resistance.
